What is Sprint Planning and when does it occur?

Sprint Planning is one of the five events in the Scrum framework. It takes place at the beginning of each Sprint and is typically timeboxed to eight hours. For shorter Sprints, the duration of Sprint Planning is usually shortened proportionally to match the Sprint length.

The purpose of Sprint Planning is to define the work that will be completed during the Sprint. This involves creating a Sprint Backlog, which details the tasks to be undertaken, and establishing a Sprint Goal that explains the Value of the Sprint.
