During Sprint Planning, Developers select Product Backlog items from the top of the Product Backlog, unless there are constraints that prevent selecting specific items. They then plan the work necessary to create an Increment that meets the Definition of Done.
This process may involve breaking the work down into smaller, more manageable units. By doing so, Developers can better understand and manage the tasks required to complete the Product Backlog items.
